Lagoon Perdana (uncompleted units)

This is an email from Jabatan Perumahan Negara:

Untuk makluman pihak tuan. wakil dari JPN telah membuat lawatan ke tapak projek ini pada 02/03/2010. Tujuan pemantauan ini dibuat adalah untuk memastikan pemaju menyiapkan projek ini mengikut tarikh jangkaan siap yang diberikan oleh Talam Corporation(TCB) kepada pihak JPN. Hasil daripada lawatan tapak yang diadakan didapati kerja-kerja pemasangan TNB telah disiap sepenuhnya. Pekerja di tapak sedang menyiapkan kerja-kerja kemasan terakhir bagi blok 1,3, dan 8.

Pihak JPN juga telah mengadakan mesyuarat pada 3 Mac 2010 bagi mendapatkan perkembangan mengenai projek ini. Hasil daripada mesyuarat yang diadakan Pihak TCB memaklumkan penyerahan kunci (VP) akan diberikan pada hujung bulan April 2010.

Pada 15 mac 2010, wakil daripada JPN telah menghubungi pihak TCB untuk mendapatkan maklumbalas terkini kerja-kerja ditapak. Wakil dari TCB memaklumkan, pihak TNB dan Indah Water(IWK) telah selesai menjalankan pemeriksaan untuk sokongan pengeluaran CFO. Pihak TCB juga memaklumkan, masih menunggu pemeriksaan daripada pihak MPSJ untuk sokongan CFO. Bagi Blok 7, masih tiada apa-apa kemajuan di tapak projek.

Pihak JPN akan sentiasa membuat pemantauan agar projek perumahan ini dapat disiapkan dan diserahkan kepada pembeli.

Quick update : MPSJ has informed me that the Developer will be completing the repair works for Blocks 1, 3 and 8 by mid May. More updates to come.

Skim Mesra Usia Emas

Skim Mesra Usia Emas is one of the many programs implemented by the Selangor state government under the Merakyatkan Ekonomi Negeri Selangor policy. Last weekend, DUN Subang Jaya hosted a ceremony for presentation of RM1500 (to complete the contribution of RM2500) to the families of senior citizens in Daerah Petaling. The ceremony was held in Balai Masyarakat PJS 7 in Bandar Sunway. 83 families were represented and a total of 150 people attended the ceremony.

In my speech, I thanked the people for their support towards the Selangor state government and I reminded them the benefit of voting for a clean and caring government. In this particular case, proceeds of sand mining were returned back to the people via Skim Mesra Usia Emas program instead of going into the pockets of corrupt politicians.

After the ceremony, the families gathered for a group photograph and many thanked the Selangor state government for the scheme. MPSJ councillor Ken Chia was also present to meet the beneficiaries.

Dialogue with residents of Taman Sunway Utama - Casabella

I attended a dialogue session with residents of Taman Sunway Utama - Casabella together with YB Loh Gwo Burne (MP for Kelana Jaya) and Ken Chia (MPSJ Councillor). It was a good session as residents were able to ask me questions on DUN Subang Jaya and highlight issues concerning MPSJ to their councillor Ken Chia.

Committee members of the adjoining neighbourhood, Sunway Tiara were also present to show their support and to know their neighbours. Congratulations to Felicia Ling & her protem members for the formation of their residents committee. Empowerment of the residents and unity are key factors for a peaceful neighbourhood.

Completion of 3 access roads in USJ 1

These 3 roads were approved for construction during the administration of the former state government. However, right after the general elections in 2008, works on two of these roads were stalled. We immediately called in the landowner and contractors involved to tackle all outstanding issues and works on the abandoned roads soon resumed. Recently, we launched all 3 completed roads.
Road 1 : Launching of road connecting USJ 1 and USJ 8 (Persiaran Subang Indah ke Jalan TS 6/10A) together with MPSJ councillors Rajiv Rishyakaran (JKP Zone 3), Roslan Shahir (JKP Zone 4), YDP MPSJ Dato' Adnan and committee members of JKP Zone 4. The costs for construction of this road is RM157,000. This project involved the acquisition of a piece of private land by the Developer.

I also conducted a site visit together with YDP MPSJ Dato' Adnan, MPSJ councillor Roslan Shahir and MPSJ Engineer at the pedestrian traffic lights in front of SJK(C) Chee Wen. Parents have requested for the construction of a pedestrian bridge here. However, MPSJ has said that the width of the road is too narrow for a pedestrian bridge. An appeal is currently pending by some parents of the school.

Town Hall for residents of USJ 9 & USJ 11

Recently we held our regular town hall session for residents of USJ 9 and USJ 11. Even though it was a weekday evening, we had a good crowd of residents who turned up to dialogue with us.

Tony Pua (MP for PJ Utara spoke on water restructuring issue in Selangor), me, Rajiv and Gwo Burne (MP for Kelana Jaya) took turns to address the residents. 300 bags were also given out to those present in conjunction with the 'No Plastic Day' campaign in Selangor. Regular meeting with residents is so important to hear their views on issues affecting them and also for them to be given an opportunity to be up close with their elected reps.

Motion passed in the Selangor State Assembly

I supported the following motion passed in the Selangor State Legislative Assembly yesterday for greater competency, accountability and transparency:


“Bahawa Dewan ini menarik perhatian menurut Warta Kerajaan [P.U.(A)443] terdapat 24 buah Subsidiari Kerajaan Negeri Selangor dan 49 buah Subsidiari Agensi Kerajaan Negeri Selangor. Ini menjadikan terdapat sejumlah 73 buah syarikat subsidiari Kerajaan Negeri Selangor.


Bahawa dengan ini, Dewan yang mulia ini menggesa Kerajaan Negeri Selangor untuk:


Mewujudkan sistem pemantauan yang mantap dan memastikan semua syarikat mematuhi peraturan-peraturan Kerajaan Negeri serta mematuhi Amalan Terbaik Tadbir Urus Korporat Malaysia;

Memastikan setiap syarikat yang membuat keuntungan membayar dividen setiap tahun kepada Kerajaan Negeri;

Memastikan syarikat-syarikat yang tidak membayar dividen tahunan kepada Kerajaan Negeri mengemukakan penyata perbelanjaan mereka kepada Dewan yang mulia ini;

Memastikan setiap syarikat dipandu dan dibimbing di atas polisi yang pro-rakyat dengan memastikan sekurang-kurangnya seorang anggota EXCO Kerajaan Negeri atau seorang Ahli Dewan Negeri dilantik sebagai Ahli Lembaga Pengarah;

Memastikan setiap syarikat tahu dan melaksanakan Pekeliling Perbendaharaan (PP) Bil. 9/1993, 10/1993, 11/1993 dan 12/1993;

Memastikan tiada syarikat membayar bonus tanpa mematuhi dasar yang ditetapkan mengikut PP Bil. 10/1993 dan pembayaran mesti mendapat kelulusan pihak Lembaga Pengarah dan Pihak Berkuasa Negeri (MMKN/EXCO);

Memastikan syarikat lebih fokus kepada kos operasi syarikat dan tidak kepada perbelanjaan sosial dan perbelanjaan lain yang tidak berkaitan dengan operasi yang boleh menjejaskan keuntungan syarikat;

Memastikan seseorang Ketua Eksekutif tidak menjadi Ahli Lembaga Pengarah kepada terlalu banyak syarikat sedangkan peraturan hanya membenarkan 3 syarikat subsidiari sahaja (Pekeliling Perkhidmatan Bil. 3/1985);

Memastikan prosedur kerja dan SOP disediakan dan sentiasa dikemaskini;

Memastikan Jawatankuasa Audit dan Pemeriksaan ditubuhkan seperti kehendak PP Bil 9/1993.

I have enjoyed good working relationship with these two groups and I'm also thankful for the support given by them. The praiseworthy feature about them is their multiracial component. They work well together and have tirelessly and actively served their local community. Satu lagi projek Barisan Nasional!

Today we learn of another case of gross over-spending by the Ministry of Defence with the disclosure on the recently launched MyProcurement web portal that a private limited company was awarded a 3-year contract worth RM6.47 billion to supply fresh rations to army camps in Perlis, Kedah and Pulau Pinang. Just to put things in perspective, this is an example of what's contained in a US Marine Corps A-ration pack (courtesy of Wikipedia):


Marine-Corps issued A-ration, colloquially known as a "bag nasty". This example contains two breakfast sandwiches, cereal, crackers with peanut butter and jam, a muffin, fresh fruit and a drink.

More parks lighted up in 2009

At a recent press conference in USJ 14 together with MPSJ Engineering Director Ir Ismail and MPSJ councillor for Zone 3 Rajiv Rishyakaran, we announced that a total of 8 parks have been lighted up by MPSJ in year 2009 for DUN Subang Jaya. A total of 27 parks were lighted up in year 2008. Click here to read about it.

Children and parents can now enjoy using the park in USJ 14 even in the evening

With these parks lighted up, residents can feel safer using the parks in the evening. I hope the Home Ministry will step up its effort to reduce crime in urban places like DUN Subang Jaya.

Status of Lagoon Perdana (Uncompleted Units)

This morning I attended a meeting held between representatives of the Developer, MPSJ Councillor Tony Chang, YDP of MPSJ and Perunding Projek Perumahan Terbengkalai Task Force Exco Kerajaan Negeri Selangor. Below is the status update:

For Blocks 1, 3 and 8:
MPSJ has conducted two inspection at site and has notified the Developer to rectify the following works:
(i) Membetulkan 'outlet' yang tersumbat
(ii) "Roof level' mesti diselenggara dengan baik. Air bertakung di semua Blok 1 dan 8
(iii) Memperbaiki 'hair crack' di dinding dalam dan luar
(iv) Membersihkan kawasan sekeliling dengan lebih kemas dan sempurna
(v) Mem'plaster' dinding dengan kemas dan sekata
(vi) Memperbaiki kebocoran yang berlaku di tingkat 18
(vii) Pembinaan tangga yang tidak sekata
(viii) Membersihkan tandas

For issuance of CF, the Developer needs to ensure the above items have been repaired. Developer has estimated that they require another 4 weeks to repair the works. The Developer is also working out with MPSJ the payment of outstanding assessment fee and infrastructure fund.

For Block 7:
The Developer has reported the followings:

Untuk pembeli-pembeli unit apartment yang terlibat berikutan pengurangan tingkat Blok 7 dari 18 tingkat kepada 9 tingkat, beberapa cadangan berikut telah diberikan kepada pembeli:

(a) Andainya unit mereka diantara Level 10 hingga ke Level 18, adakah mereka sanggup menukar kepada unit yang lain di antara Level 1 hingga Level 9 (berdasarkan kekosongan unit);

(b) Andainya tiada lagi kekosongan unit untuk ditukar, adakah mereka bersetuju jika kami memulangkan semula wang mereka;

(c) Adakah mereka bersetuju untuk ditukarkan ke unit apartment lain di projek Taman Puncak Jalil; atau

(d) Membatalkan Perjanjian Jual Beli tersebut dan memilih untuk bayaran balik wang mereka.

Purchasers of Block 7 should contact the Developer at 03-4290 2154 to discuss the above and they will need to wait until the above is finalised by the Developer for further updates. This is dependent on the Developer's ability to finalise the financial commitment for the above options. My office, Ken Chia and Tony Chang (both MPSJ councillors) will continue to follow-up for further updates.
